PPL have worked with Gloucestershire County Council for several years on their corporate website. In this case study we speak to Josie Cypryk, Communications Business Advisor, about the solution and her experience working with PPL.
The Project
Gloucestershire County Council and PPL have worked in partnership for a number of years to provide the GCC corporate website.
2023/24 saw Gloucestershire County Council upgrade their corporate website from Umbraco 7 to Umbraco 13. This project involved a redesign of key elements, a mammoth content migration and upgrade of over 24 microsites.
User experience was a top priority for GCC, so PPL’s design team collaborated closely with key stakeholders to create a user-friendly design that made it easy for all user types to find the information they needed quickly.
Since GCC had limited resources for content migration, PPL handled this phase of the project, ensuring a seamless transfer of content while minimising disruption and freeing up GCC’s team to focus on other priorities.

The Platform
The Gloucestershire County Council website is powered by PPL’s Premium Digital Platform package, featuring a range of versatile tools.
These include flexible content page templates that let different council teams tailor their content, an events booking system enabling the public to self-serve, directory templates for showcasing information about venues and services, and a forms package that allows the council to easily create, manage, and analyse collected data.
Microsites allow different council teams to have their own dedicated sub-site with unique branding and URL to better connect with their specific audience and maintain a clear, distinct identity while still being part of the broader council platform.
What are the most valuable elements of the PPL Digital Platform?
“The flexibility of the templates is helpful for us as we have so many different services wanting different types of content on the website. The flexibility allows us to make changes without the need to do development work, and because it is so simple to do, often services are able to do the work themselves instead of having to go through the web team.”
